A Model That Works: The Impact of Consuelo’s Place
What if addressing homelessness could be both more compassionate and cost-effective?

A Statewide Initiative to Identify What Works
The New Mexico Office of Housing worked with SBS Evaluation & Program Development Specialists and Highlands University on the Promising Practice Review, an initiative designed to identify and evaluate local programs demonstrating promising outcomes in addressing homelessness.
The review documents innovative service delivery approaches, assesses program effectiveness, and develops region-specific findings and recommendations to guide future programming. Its goal is to identify models that can be replicated, scaled, and adapted to meet the needs of communities throughout New Mexico.
Consuelo’s Place was proud to contribute to this important effort. Our inclusion provides an opportunity to share what is working in Santa Fe and demonstrate how a non-congregate shelter model with wraparound case management may help inform and strengthen homelessness services across the state
The Numbers Tell an Important Story
Our program outcomes demonstrate the potential of a housing-focused approach that addresses the underlying barriers to stability rather than simply providing a temporary place to sleep.
64% housing placement rate: Approximately 64% of clients discharged from our program transitioned into long-term housing, based on the program’s reported outcomes.
$13.02 per client, per day: This covers private accommodations, 24/7 staffing, comprehensive case management, data-system integration, and access to medical respite.
Approximately $5,000 per client annually: This investment provides the stability and individualized support needed to work toward lasting housing solutions.
$7,800 average cost per successful housing placement: The report estimates this cost based on the program’s housing outcomes and operating expenses.
These results demonstrate the potential of an approach that combines measurable housing outcomes with individualized, compassionate care.
Why This Model Matters
Homelessness is often viewed as an impossible problem to solve—one that is too complex, too costly, or too deeply rooted to make a meaningful difference. But the Promising Practices Review points to a different reality: solutions exist, and effective models can be replicated to help more people move from homelessness into permanent housing.
Consuelo’s Place demonstrates the potential solutions to homelessness based on the scalability and replicability of our approach. These core components can be adapted to other facilities and communities throughout New Mexico, creating opportunities to expand access to services that work.
Homelessness is not an unsolvable problem. Consuelo’s Place is demonstrating that, with the right approach and support, people can move beyond homelessness—and that a proven model can help make that possible for more New Mexicans.
Cultural Humility: Care That Recognizes the Whole Person
Housing instability does not look the same for everyone, and effective services must recognize the experiences, identities, and circumstances each person brings.
The Promising Practices report included Consuelo’s Place trauma-informed, harm-reduction, and culturally responsive practices into its services. Our certified peer and community support staff help build trust and strengthen connections with the diverse communities we serve.
Our non-congregate model reinforces these commitments. Privacy is more than a physical feature—it supports dignity, autonomy, personal safety, and the ability to engage in services without the added risks or barriers that can arise in shared shelter settings.
Cultural humility means recognizing that there is no single solution to homelessness. It means listening, respecting individual experiences, and helping each person identify a path toward stability.
